Media buying is zero-sum at the local level. There is a finite amount of drive-time inventory, a finite number of cable avails in your zones, and one first position in the map pack. An agency working both sides of that is negotiating against itself.
Exclusivity is per market and per strategy, it’s written into the agreement, and it’s first come, first served.
